What is forex markup on a credit card?

A percentage the bank adds on every transaction in a foreign currency, typically 3.5%, plus 18% GST on the markup (so 4.13% all-in). Cards such as Scapia Federal, IDFC FIRST WOW and RBL World Safari charge 0%.

Should I pay in rupees or local currency abroad?

Local currency. “Pay in INR” (dynamic currency conversion) adds the merchant's own 3–7% conversion spread on top of your bank's markup.
